Chair of the second largest health organisation in the UK and third in Europe with a workforce more than 20.000 employees and a budget of over £2bn I significantly enhanced the governance and assurance arrangements in place to bring patient safety, organisational effectiveness and delivery, and financial prudence into stark relief.

I was accountable at community, regional and national level and within the most highly charged political environment in Wales which required continuous engagement with the main political parties across the region, six local authorities and other key stakeholders and partners. I was influential at a national level, including in terms of wider health improvement activity, and chaired key fora in this regard.

Responsible for the strategic direction and leadership of the Force. At varying times and for protracted periods chair of the regional cross-sector chief executives’ forum, of the all Wales and regional criminal justice boards, of the regional resilience forum and of the North West and Wales region police chief officer groups. The only chief officer member of the National Police Chiefs’ Council (NPCC) Audit and Assurance Board responsible for overseeing the performance of the chief executive and the pursuit of the national vision and associated delivery and finance plans. A member of the National Police Chiefs’ Council working groups on leadership and finance, the latter being responsible for the influential submission to government on police funding in 2017. Member of an all Wales Group driving change in the national community safety landscape.

Director of all the national flagship selection processes, including that for chief officers.

Chair of the national staff association for chief officers (police and civilian) for five years dealing with support for colleagues in crisis, submissions to the national pay review body and also the interface with government on national policy matters.

Led the successful delivery of a major change programme and responsible for the corporate planning, professional standards and IT functions as well as organisational performance management and improvement. Developed and oversaw implementation of the Force long term strategy and associated work streams, financial plan and efficiency programme. Led work that resulted in the organisation being the first UK police force to achieve the Investors in Excellence Standard. Deputy chair of the national police Criminal Justice Business Area and led for the Service on the national CJ Efficiency Programme and related initiatives. Oversaw the development and implementation of a regional collaboration strategy.

Drove significant operational activity to counter key threats, particularly from organised crime groups, and led numerous challenging, complex operations in successfully doing so. Achieved outstanding performance gains across a range of measures. Qualified for strategic public order and firearms commander roles. Chair of the local resilience forum and Gold Commander and chair of the multi-agency strategic coordination group when widespread flooding hit the county without warning in 2007. This was major civil emergency and the initial response was crucial to minimising the loss of life. Led the multi-agency recovery operation that followed. Chaired the South West Region operational tasking forum and the regional firearms and forensics groups, securing significant improvements in collaborative enterprises in doing so. Umpire on the national counter terrorism exercise programme and Director for a large-scale, sequential programme of exercises involving central government, the military and other agencies which provided some excellent learning for adoption nationally and regionally.

Chaired cross agency forums concerned with enhancing community safety and improving criminal justice outcomes. Oversaw work that secured an Investors in People Award and also reshaped the equality and diversity strategy, improving engagement, accountability and the focus and success of internal and outward facing initiatives.
